Aufkommen von hybridem Open Access in der Schweiz am Beispiel der ETH Zürich

Abstract

Der hybride Weg des Open Access ist nicht nur aufgrund der hohen Publikationsgebühren und der Double-Dipping-Problematik Gegenstand von Kontroversen, sondern auch weil zuverlässige Zahlen zum lokalen Aufkommen kaum verfügbar sind. Auch in der Schweiz fehlen entsprechende Daten bislang. Deshalb wurde im Rahmen der vorliegenden Studie exemplarisch zu ermitteln versucht, in welchem Umfang und zu welchen Kosten an der publikationsstärksten Hochschule der Schweiz, der ETH Zürich, zwischen 2011 und 2015 hybrid publiziert worden ist. Die Untersuchung beschränkte sich dabei auf diejenigen zehn Verlage, bei denen die Forschenden der ETH Zürich im untersuchten Zeitraum am häufigsten publiziert hatten. Die Resultate zeigen, dass der Anteil an hybridem Open Access von 4,3 % im Jahr 2011 auf 7,2 % im Jahr 2015 angestiegen ist. Berücksichtigt man bei diesen hybriden Artikeln nur diejenigen mit Corresponding Authors der ETH Zürich, sind die Anteile im untersuchten Zeitraum von 1 % auf 3,2 % angestiegen. Der üblicherweise angenommene Verteilschlüssel, wonach bei forschungsintensiven Institutionen 50-60 % der Open-Access-Artikel aufgrund der entsprechenden Corresponding-Author-Anteile kostenrelevant sind, gilt demnach beim hybriden Open Access – zumindest derzeit – nicht. Die Kosten sind damit niedriger als erwartet, doch auch hier ist die Tendenz steigend. Der Artikel leistet einen Beitrag zur Verbesserung der Datenlage zu hybridem Open Access in der Schweiz und macht deutlich, dass eine schweizweite Dokumentation der Open-Access-Publikationen und -Zahlungen dringend nötig wäre.

 

The hybrid route of open access is not only controversial due to its high publication fees and the problem of double dipping, but also because of the lack of reliable data on the local uptake. This kind of data is so far also missing in Switzerland. In order to fill this gap, this study – as a showcase – attempted to determine to what extent and to what costs researchers at Switzerland’s most productive (i.e., in terms of number of publications) university, the ETH Zurich, have published hybrid open access in the years between 2011 and 2015. The study was limited to those ten publishing houses in which researchers at the ETH Zurich had most often published within the investigated time period. The results show that the share of hybrid articles has risen from 4.3 % in 2011 to 7,2 % in 2015. Considering only hybrid articles of corresponding authors affiliated with ETH Zurich, proportions have risen from 1 % to 3.2 % within the investigated time period. This indicates that the typically assumed distribution key according to which 50-60 % of open access articles are cost-relevant due to respective proportions of corresponding authors, is not valid for hybrid open access – at least not at the time. The costs are, therefore, lower than expected but nevertheless increasing. This article contributes to the improvement of data on hybrid open access in Switzerland and illustrates that a nation-wide documentation on open access publications and payments is urgently needed.
